Impact-driven startups are growing faster than ever. But the infrastructure to support them hasn't kept up. When we interviewed 12 members of the Bundesverband Impact Investing in early 2024, one problem came up again and again: there's almost no structured, comparable impact data for early-stage ventures.
Founders know they need to measure impact - but lack the tools to do it systematically. Investors want to back purpose-driven startups - but can't compare what isn't standardised. The result: good ventures and good capital exist in the same ecosystem but struggle to connect.
Inluma closes that gap. It structures impact data at the source - making it credible, comparable, and decision-ready. Inluma was developed inside the Public Value Academy together with PHINEO and UnternehmerTUM, and is embedded in Germany's national impact infrastructure through the Social Impact Republic.
Inluma is being developed in three stages. We're currently in Stage 1, with an ambitious roadmap ahead:
Stage 2 (April – December 2026) The investor side comes online. We're building a dedicated investor dashboard with search and filter functions, portfolio overview and comparison tools, automated impact report generation, and API access for investors. This is where Inluma becomes a two-sided platform - connecting the founders who capture impact data with the investors who need it for scouting and due diligence.
Stage 3 (January – December 2027) The intelligence layer. In cooperation with the appliedAI Institute for Europe, we're developing machine learning infrastructure for automated validation and analysis, integration with external databases, and - looking further ahead - data-driven impact forecasting. The goal: move from structured reporting to predictive impact intelligence.

The Public Value Hub is a non-profit dedicated to fostering public value and impact-driven entrepreneurship through education, research, and policy engagement. The development of the Public Value Academy is funded by the Federal Ministry for Economic Affairs and Energy (BMWE) and the European Social Fund Plus (ESF+) as part of the Nachhaltig Wirken (NaWi) funding program.
